Key problems with ICT and e-learning are the difficulties of implementing effective teaching and learning practices, and of assessing and validating practical skills. The previous section (O3-A1) has identified the working and institutional conditions that prevail in partner countries. This work (O3-A2) will develop guides to the actual learning and assessment processes for use by the providers of the course after the project. The guides will be an essential part of the course definition, and will be designed for use by employers as well as trainers of the learner-advisors.
