IO6: WBL Road Map Handbook and Legacy Framework

As a result of the increased professionalism of “in-company tutors” and “job counsellors/professionals” and the standardisation of training across partner countries, this project will provide a set of policies recommendations and legacy, in the form of an infrastructure which encourages and supports WBL schemes, professional development of the key figures involved in sending and hosting organisations for apprenticeship/traineeship measures and mobilities into WBL across EU.The IO will develop a Handbook for the key representatives of the WBL Alliance (SMEs, Policy Makers; VET/Employment Agencies; Social Partners). It will be designed following sections and matters related to the WBL Guarantee experience:
-Impact
-Reflection
-Sustainability
-Transferability
The aforementioned sections will be shaped in accordance with the following items:
• Learning from experience: with the assistance of evaluation process (see: IO-04-05 and Learning Mobility), successes and failures can be interpreted. Based on those experiences, both current and future projects and programmes around professional and competence development of in-company tutors and job counsellors/practitioners in each Country can be improved.
• Deepening understanding: Handbook is a tool for deepening knowledge and  understanding of the assumptions, options and limits of the practical training activities developed. Handbook is intended to contribute to a comprehensive discussion and reflexion about the impact and relevance of WBL and skills development for professionals(sending/hosting) in preparation – implementation – assessment and follow up of future WBL programmes.
• Improved communication: Handbook is intended to foster communication and understanding within and between the different groups who took part in the project activities, even if this can only be managed in different ways and with different participations in each case.
• Follow-up:  outlines the sustainability of project results, their transferability and potential follow up of the results of the testing phases in each National/Local system involved and the applicability of the products in other contexts of ALMPs and training. It will describe the possibilities in each Country to extend the curriculum programmes and a better definition of two occupational profiles to SMEs&VET/Employment organisations not involved yet in WBL measures.

It will comprise of two integrated parts

1) The Handbook will lay out plans and policies to help the partner Countries to introduce or reform support for companies, in particular SMEs and micro enterprises, and VET/Employment agencies taking part in WBL schemes (apprenticeship/traineeships). The Handbook is not intended to provide one-fits-all solutions for all Countries. Instead, it highlights some guiding principles that the partner States could take into account when reforming their supporting schemes for companies offering apprenticeships and VET/Employment organisations managing the programmes. Hence, it is up to each State to develop the appropriate tools and policies inspired by the principles and examples of good practices presented in this document. It will be based on inputfbrom the in-depth research, principles and examples of good practices from national/EU piloting editions and assessment (Blended and Practical).The Handbook is part of the general legacy framework of the project, which includes the following themes and guidelines:

a. Professional development’s support for in-company tutors/mentors providing apprenticeships/traineeship, in particular SMEs
b. Professional development’s support for job counsellors/professionals managing with WBL (private/public sector)
c. Positive image of  WBL and improved career guidance
d. Promoting a training culture among SMEs
e. National governance, regulatory framework and social partners' involvement; and
f. Quality assurance in work-based learning.

2) The Handbook will envisage the creation of a resilient Network or Association of qualified, competent in-company tutors and job counsellors/ practitioners involved in WBL across the partner countries and the rest of the EU.  The professional figures joining the Association will have complied with the Competency Standards and undertaken the Curriculum Programmes either directly as part of the Pilot Training or as a result of the 'cascading' down of the methodologies and core competencies produced by this programme. The Planning Document will outline the structure, aims and characteristics of this Network/Association of professional in-company tutors and job counsellors/practitioners. One of the key aims will be to develop (through close links with EURES and using the partners current experience in mobilities) an infrastructure which supports and foster mobilities across EU both for in-company tutors and job counsellors wishing to work in other partner states but also eventually to encourage the mobility of the job seekers/learners they support through WBL
