O8. Quality Assurance and Legacy Framework (QALF)

As a result of the increased professionalism of Job Brokers and the standardisation of training across partner countries, this programme will provide a legacy, in the form of an infrastructure which encourages and supports mobilities into jobs across Europe. Through the ability to have an infrastructure for supporting mobilities into jobs across Europe, strong links with EURES (The European Job Mobility Portal) will be established.

The IO will comprise of two integrated parts:
 

  1. The QALF will lay out plans for the creation of a Network or Association of qualified, competent Job Brokers across the partner countries and the rest of the EU.  Job Brokers joining the Association will have complied with the Competency Standards and undertaken the Curriculum Programme either directly as part of the Pilot Training or as a result of the 'cascading' down of the methodologies and core competencies produced by this programme. The Planning Document will outline the structure, aims and characteristics of this Network/Association of professional Job Brokers. One of the key aims will be to develop ( through close links with EURES and using the partners current experience in mobilities) an infrastructure  which supports and foster mobilities across Europe both for Job Brokers wishing to work in other partner states but also eventually to encourage the mobility of the job seekers they support.
  2. External Assessment and Review: An external evaluator will be commissioned to look at the project's key results and impact in the form of an External Assessment and Review exercise and will link this exercise with the Legacy Planning Document. The evaluator will be engaged in the last 7 months of project delivery when the pilot testing have been completed and the production of the Job Broker Resource pack is underway. This External Assessment and Review will be targeted, in particular we will want the External Assessment and Review to focus on two areas,  the first will be an assessment exercise in relation to existing NQF/EQF standards and the potential for taking forward accreditation of the Job Broker Curriculum Programme as a recognised qualification. The other key area we would wish the External Assessor/Evaluator to consider, links to the Legacy Planning Document and the development of transnational mobilities for Brokering Professionals across the EU.
