1. The needs analysis (why is this certification needed)
2. The consultation of interested stakeholders on the following issues:

where qualified office administrators are needed

what is the target group or the field of application of the competence

what kind of support there is available for the development of the certification (usually to start the certification written support is expressed by the members of the consortium as relevant stakeholders)

who has the primary responsibility for the development of the certification- Primary responsibility for developing the certification programme lies with the programme committee (and in our case the steering committee of the consortium)
3. The target group for the materials and curricula
4. The methodology to be used for the certification of materials
5. The general validity of the certification
6. The learning outcomes of the curricula/training materials being certified
7. The actual curricula and training materials
8. The requirements for the trainer
9. The sample certificate of attendance to be issued
10. The minimum course attendance
11. The documents for certification (application for participation in the training course accompanied by copy of id, validation of course attendance etc)
and others
In other words the certification scheme provides a full picture of the certification. It is noted that although the production for this output starts relatively at the beginning of the project, its completion is after the development of curricula and training materials.
